Why isn't there a fixed number in the law?

The Animal Welfare (Licensing of Activities Involving Animals) (England) Regulations 2018 operate on a welfare outcome basis rather than prescribing exact numbers. The expectation is that a licensed operator applies a risk-based approach — meaning the right ratio depends on the specific dogs, the space, and the circumstances.

A pack of eight calm, well-socialised regulars in a large secure field is a different situation from eight mixed dogs of varying sizes in a smaller indoor space.
